The name of a second clinician the laboratory requisition is copied to, as typed onto the form.
Free text, not an actor. This is a transcription of the surname and given-name boxes on the
printed requisition. It is not a Reference, it was not matched against a practitioner directory,
and a consumer must not treat it as a resolvable actor or attempt to resolve it as one.
Stored as one string, "Last, First". The text before the first comma is the surname; the text
after it is the given name, including any later comma. Where only one of the two boxes was filled,
the string is that part alone with no separator.
At most one recipient. The printed form prints one copy-to block, so the data carries one name.
A reader encountering more than one occurrence should take the first. Carrying several recipients,
or referencing a directory entry instead of naming one, would each be a widening of this element;
neither is available today.
Present only when the box was filled in. Its presence is what ticks the form's copy-to check
box on a reprint; there is no separate stored flag.
It is on the order, and only on the order. The copy-to is not echoed onto the
DiagnosticReport the requisition produces, and nothing in FHIR records that a copy was sent.
May be used to represent additional information that is not part of the basic definition of the element. To make the use of extensions safe and manageable, there is a strict set of governance applied to the definition and use of extensions. Though any implementer can define an extension, there is a set of requirements that SHALL be met as part of the definition of the extension.

There can be no stigma associated with the use of extensions by any application, project, or standard - regardless of the institution or jurisdiction that uses or defines the extensions. The use of extensions is what allows the FHIR specification to retain a core level of simplicity for everyone.
