The reason a user gave when breaking the glass, from HL7 v3 ActReason PurposeOfUse. Carried on the
AuditEvent recording the event -- agent.purposeOfUse -- not on the patient's directive.
Three coded grounds, shaped by what primary care actually does: routine treatment by a covering clinician, a genuinely urgent situation, and the patient asking for access. Where none fits, the purpose carries free text and no coding, and a report must count that as its own category rather than dropping it.
Extensible. Ontario's Provincial Consent Override Interface uses a different subset of the same code system for a different act; the crosswalk is in the handbook.
