The sending facility's own report subclass, as it arrives in a Health Report Manager message.
Carried on DiagnosticReport.code for the report and on Observation.code for the observations
within it.
This specification does not define the values. They are the sending facility's, they arrive in the message, and nothing here constrains them or guarantees that two facilities mean the same thing by the same string. Read a subclass code together with the report's sending facility rather than on its own.
The same system is populated two different ways, and the codes are not interchangeable. On
DiagnosticReport.code the source subclass is split on the first ^, so
HREC:CCO^CARDIAC CATH ONLY becomes the code HREC:CCO with CARDIAC CATH ONLY as the display.
On Observation.code the accompanying subclass is carried whole and is never split. Equality
across the two places is not a safe test even when the underlying source strings agree.
Content is not-present. There is no code list to publish -- membership is whatever sending
facilities emit -- so this declares the system's identity and defers its content rather than
pinning a snapshot. Bind extensible, and expect code.text to carry the human-readable form.

(FHIR-372): it is live in stored code codings and in code, and is under migration to the
canonical declared here. Write the canonical; expect both until the migration completes.
