HrmSendingFacility Naming system

Identifies the facility that sent a report over Health Report Manager, carried on Location.identifier. THE LOCATION IS A DIRECTORY ENTRY, NOT A SERVICE DELIVERY LOCATION: it stands for the originating facility and is reused across every report that facility sends, and as ingest creates it it carries only a name and this identifier -- no address, no contact detail, no managing organization. THIS PLATFORM DOES NOT MINT THE VALUES: they arrive in the report and are recorded, so what a value means is settled by the exchange the report came through, and this specification neither enumerates them nor constrains their form. The value is the facility string the source message carried, trimmed of surrounding whitespace and otherwise unaltered; case is preserved because the same string is used as the Location.name a human reads, and this specification does not define case-folding for it -- compare the value as given. MIGRATION: Nexus EMR writes this system today as http://services.well.com/fhir/identifier/hrm-sending-facility (FHIR-372), an address this specification does not publish; it is live in stored Identifier.system values and in code, and is under migration to the URI declared here. Write the URI declared here; expect both until the migration completes.
