LabLicence Naming system

Identifies a testing laboratory by its licence number, carried on Organization.identifier for the laboratory that performed a result. It is what distinguishes one bench from another on a report that spans several: a panel is commonly split across laboratories, and a reference interval belongs to the laboratory that produced the value rather than to the report. Laboratory licensing is PROVINCIAL, so a value is meaningful within its issuing jurisdiction and is not a national identifier; the number is carried as the laboratory reported it, without normalisation, and the issuing province is not recorded here -- do not assume values from different provinces are comparable. A performer named by display text with no resolvable Organization is ordinary and conformant: fall back to the display rather than treating a missing licence as an error. The URI is stable, and is declared from the address a performing laboratory's licence number is read under on the Organization an inbound result names, so that a consumer matching on Identifier.system has a system that resolves to a statement of what it means.
