The purposes of use for which a privacy directive may carry an exception -- the nested permit
provisions describing what a restriction does not reach.
Three ordinary care purposes from IHE PCF's base set, plus break-the-glass. Bound extensibly, so a deployment with a purpose this set does not carry stays conformant under the same code system.
A BTG exception is a standing rule about who MAY break the glass. The record that somebody DID is
an AuditEvent, not a Consent.
