HL7 NullFlavor codes -- the vocabulary for saying WHY a value is missing rather than leaving it missing: ASKU (asked but unknown), UNK (unknown), OTH (other), NAVU (not available).

This specification reaches for it in the sociodemographic value sets -- indigenous identity, racialized group -- where a patient declining to answer, or an answer that falls outside the set, must be recordable as the absence it is. Coding a decline as an ethnicity is the failure mode these codes exist to prevent.
