NexusAttachmentPacket Naming system

Identifies a Nexus EMR attachment packet: the ordered set of chart items assembled to travel with an outbound artifact such as a letter or a referral. A List carrying an identifier under this system IS a packet, and the identifier value identifies that one assembly rather than a kind of assembly -- unlike the nexus-form slug, which names a form TYPE shared by many documents. Values are opaque to consumers and MUST NOT be parsed. EMR-local: minted per deployment and implying no external governance.
