Security labels this guide gives operational meaning on Resource.meta.security: markers that
restrict what may be done with a record, as distinct from codes that classify how sensitive it
is.
Used for two jobs the tender names. A record the patient has restricted from transmission
carries NODSCLCD. A record ingested from the provincial EHR under a consent override carries
NORDSCLCD, which says the collection was authorized but redisclosure needs its own basis.
A label declares an obligation. It does not implement one: a release path must read these and act, and a consumer that cannot honour a label it encounters must refuse the disclosure rather than proceed without it.
