LabAccession Naming system

Identifies a laboratory result by the accession number the issuing laboratory assigned it, carried on DiagnosticReport.identifier. THE AUTHORITY IS THE ISSUING LABORATORY, NOT THIS PLATFORM: a value is unique within that laboratory and nowhere else, two laboratories can issue the same number, and an accession number alone MUST NOT be used as a report key, a deduplication key, or a match across laboratories -- the identifying pair is the accession number together with the performing laboratory. Writers SHOULD also type the identifier ACSN (HL7 v2-0203), and readers SHOULD prefer the ACSN-typed identifier over this system: the type is what makes a report from an unfamiliar laboratory readable without knowing its naming system, and this system is the fallback when nothing is typed. The URI is stable, and is declared from the address inbound laboratory results carry their accession numbers under, so that a consumer matching on Identifier.system has a system that resolves to a statement of what it means.
