The label a disclosure carries when a privacy directive suppressed part of what would otherwise have been released -- the marker that tells the recipient their copy is incomplete.

Ontario law obliges a custodian disclosing for the provision of health care to notify the recipient where the individual has restricted part of the record. A receiving clinician who cannot see that a gap exists reads the record as complete and treats the patient on that basis, so the notice is a clinical safeguard rather than an administrative one.

Applied to meta.security on the Bundle, document or packet being released -- never to the source record, which is not itself incomplete.
