CaOnLicenseNurse Naming system

Identifies an Ontario nurse's licence number: the registration number the College of Nurses of Ontario (CNO) assigns. Values are the College's own and are assigned by the College -- this specification neither mints nor validates them, and a number that is well formed is not thereby a number in good standing. THE NUMBER DOES NOT SAY WHICH CREDENTIAL IS HELD. Ontario licenses the nurse practitioner, the registered nurse and the registered practical nurse through the same College and under this one system, so a reader that takes the presence of this identifier to mean nurse practitioner will be wrong on most of them. Read the credential from Practitioner.qualification and the person's function in a given role from PractitionerRole.code. A practitioner without this identifier is normal and conformant -- a physician, a medical office assistant and an administrative user all hold none, which is why every slice carrying it is optional. Canada Health Infoway's Canadian URI Registry publishes that URI as the preferred identifier for this namespace, alongside the OID 2.16.840.1.113883.3.239.13.15 and a registered alias at https://ehealthontario.ca/API/FHIR/NamingSystem/ca-on-license-nurse. A third address, http://ehealthontario.ca/API/FHIR/NamingSystem/ca-on-license-nurse, carries the same numbers in real data and is published by no registry. THE CHOICE OF WRITE URI IS ONTARIO HEALTH'S, NOT THIS SPECIFICATION'S: its identifier policy separates global identifier namespaces from its own local ones and assigns the global base to Infoway, and its ONE ID specification lists each Ontario college -- the College of Nurses among them -- against an Infoway URI in its valid licensing authorities. No URI here is derived from another and no scheme or substring rule relates them, so a reader resolving only one silently misses every nurse whose number was written under the rest. Unlike the Ontario physician licence namespace, this one has no older Infoway-hosted http address; do not assume one by analogy.
