PatientMrn Naming system

Identifies a patient's local Medical Record Number (chart number) as issued by the source EMR. EMR-LOCAL: values are unique only within the deployment that issued them, they are assigned by the source system rather than by any jurisdictional authority, and no format is guaranteed -- converted charts carry whatever the legacy system used. Consumers MUST NOT treat a value under this system as identifying a person across deployments, and MUST NOT match patients on it alone; the provincial health number carried on the Patient profile's jurisdictional identifier slice is the identifier with external meaning. Identifiers under this system carry the HL7 v2-0203 type code MR. The URI is stable and is pinned in stored Identifier.system values.
