The canonical URI is http://cihi.ca/fhir/CodeSystem/cihi-cci. It is the identifier HL7's own terminology package carries for CCI (NamingSystem/v3-cci, alongside the OID 2.16.840.1.113883.6.95), and the one Canada Health Infoway uses in its Canadian core specification -- so a Canadian consumer meets this spelling from both directions. Note the host: the URI is CIHI's because the classification is CIHI's.

The set enumerates no codes of its own. It includes the whole system, so it means every code in it, and it exists so the system URI resolves to a definition rather than to nothing. The definition itself stays with the publisher at the canonical above: this specification does not redefine the system and does not restrict it.
