NexusFormTemplate Naming system¶

Identifies a Nexus EMR form template. A DocumentReference carrying an identifier under this system IS a form template -- the official blank file, held tenant-wide with no subject -- and the identifier value is the same stable kebab-case slug the nexus-form system uses, naming which form type it is the blank of (wsib-form-8). EMR-local: the slugs are minted per deployment and imply no external governance.
