Data absent reason -- FHIR's own vocabulary for why a value is missing: unknown, asked-declined, not-applicable, masked, temp-unknown.

This specification reaches for it in the sociodemographic value sets alongside the HL7 v3 NullFlavor codes, so that a decline or an unknown is recorded as an absence rather than as a made-up value. The two vocabularies overlap; both are accepted, and a consumer reading these elements has to handle either.
