Identifies a Nexus EMR form document. A DocumentReference carrying an identifier under this system IS a form -- the official fillable file, held on the chart as an attached document -- and the identifier value is a stable kebab-case slug naming which form type it is an instance of (wsib-form-8). EMR-local: the slugs are minted per deployment and imply no external governance.
