Identifies an EMR user account -- the login a clinical identity resolves to. PRIVATE INFRASTRUCTURE: external consumers must not depend on it. The authority is internal and not resolvable, the values are opaque and carry no published format, and neither is a contract this specification maintains. Use it, if at all, only to correlate a Practitioner with an authenticated session inside the platform: do not parse a value, do not display one, and do not read an absent identifier as meaningful -- a Practitioner with no login (an external referral target, a historical provider) is normal and conformant. Declared here so that the system URI pinned on the Practitioner profile resolves to a statement of what it is; the URI is stable and is pinned in stored Identifier.system values.
