Reference to the NexusEmrCoreLocation resource identifying the physical site where the billed
service was delivered. Oscar's billing_on_cheader1.location carries the Service Location
Indicator (SLI) as an opaque code; in FHIR the same concept is modelled as a Location resource
with identifier[sliCode] carrying the raw SLI value.
Converters SHOULD look up or create the referenced Location resource so consumers receive a
typed reference rather than a raw code. When multiple bills share the same SLI, they should
reference the same Location resource.
