EMR-LOCAL: values are minted per deployment, are opaque, follow no published format, and imply no external governance. MATCH ON THE VALUE, NOT ON THIS SYSTEM. The clinic-to-Location link is a value convention: the same clinic id is carried on Location records that other backends write under systems of their own, so every reader here -- including the provisioning that writes this identifier -- resolves a clinic's Location with a value-only identifier search (`Location?identifier=<clinic id>`). A system-qualified search is narrower than any reader performs, and it fails silently: it answers with nothing rather than with an error, so a clinic that has a Location reads as having none. This system tells you which store wrote the record; it does not tell you whether the record is the one you want. Identifiers under this system carry the HL7 v2-0203 type code FI (Facility ID). Distinct from the sibling system that links an Organization to a tenant: that one is one per tenant -- the practice a clinic's Location is managed by -- where this is one per clinic. The URI is stable and is pinned in stored Identifier.system values.",
